Dear Rep. Doug La Malfa,

The United States has been under and radiating a de facto Chemical Assault - Scorched Earth program since June 17, 1987 in Dover, Delaware when my Bill of Rights protections were eliminated by a Gay Militia alleged to be operating in LAPD.

The proximate cause is argued to be Cambridge Law School, circa the 1930s. In this instance what is known as Mobilization of Empire and Civilization or MOEC is named with the intent of attacking the United States, The President, by alienating only one Citizen against the whole.

MOEC is being argued as the mechanism that expands and contracts the British Empire.

The Strategic Mission of MOEC is Gay Marriage.

MOEC contains three components:

Biological Warfare
Chemical Warfare
Nuclear Warfare

There have been five successive presidents to that have been entrapped in what is a homosexual blackmail and intimidation of a witness ring:

Ronald Regan

George HW Bush

William Clinton

George W Bush

Barack Obama

The attack is based on a pathology. Hence one officer code named Dodo can unilaterally terminate the manifest Chemical Assault and manifest pirate radio. However the stalking activity.

However Targeted Chemical Assaults TCAs would continue as would targeted stalking.

As seen the 1st District particularly Lassen, Plumas, and Siskiyou have concrete historical involvement.

The sworn officials and natural persons here are witnesses to a War Crime and Crime Against Humanity.

There are very direct dynamics inolved. The United States Constitution creates a citizen and then the president. The Bill of Rights are the substantive rights which preceed the duty of one to uphold our rights as by our police officers who are the backbone of our homeland security.

In degree it appears that MSM Cambridge Lawyers, the Membership have created an extensible tree of principals, accomplices, and accessories. Here we have a is  Racketeer Influenced and Corrupt Organizations Act  RICO is TITLE 18, PART 1, CHAPTER 96, Section 1961 of the United States Code. which is also a Continuing Criminal Enterprise s, Title 21 United States Code (U.S.C.) subsection 848.

This enterprise descends from treason. Only nine persons have been convicted of such in America.

The alter ego to here in the 1st District  is the Syrian Civil War and ISiS now the Islamic State. Here since earlier this July there was a desertion in Mosul. The Islamic State was formed July 29, 2014.

This action and the Chemical Assault in continuo since June 17, 1987 is Theater. Caliphate al Bhagdadi is an operative. This whole ruse of rejecting the Sykes–Picot Agreement and nation state boundaries is no more than a deadly game of Prisoner's Dilemma a la Stalag 13 - Hogan's Heroes. I do not know what payoff these actors  will ultimately receive.

MOEC is the third war fought with England.

The persons living in the 1st District are witnesesses to a War Crime. I am clearly arguing that this district is a lightning rod for:

Whoever-

(1) travels in interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States, or enters or leaves Indian country, with the intent to kill, injure, harass, or intimidate another person, and in the course of, or as a result of, such travel places that person in reasonable fear of the death of, or serious bodily injury to, that person, a member of the immediate family (as defined in section 115) of that person, or the spouse or intimate partner of that person; or

I am stating that I believe that Barack Obama will be brought to Justice if I live to 2041. He and I will be 80, you will be 81.

Those person born after 1955 and have witnessed the attack against me here will be subpoenaed.

I am questioning the Patriotism and tax to the United States and human race that those here who have responded on the Wrong Side of History. Heuristics are important as Checkers versus Chess. Currently the Sinquefield Tournament, the highest ELO player rated in history began yesterday.

Conclusion

The Salton Sea is the greatest article of physical evidence. It appears it was recreated to be used in MOEC to demonstrate the incompetence and corruption of the American President. The initial target of Ronald Reagan has damaged Barack Obama the most severe. This is true for any sworn LGBTI leaders and those lawyers and activists in the  Gay Marriage cases headed to the Supreme Court.

The vice presidential candidate of Joe Biden of Delaware adds greater emphasis to the leadership vacuum. Delaware and Arizona are among the four most hardest hit states during the chemical assault which began in Delaware on June 17, 1987.

I have a modest amount of correspondence with both McCain and Biden on the undeclared attack on this country. I stuffed envelopes for Biden in his 1972 campaign. He is an alumnus of Rodney Village, a working class neighborhood of average persons and military personnel.

I was born August 3, 1961 in Roswell, NM. The amount of tragedy from this neighborhood is immense. Person's who lived in this neighborhood die at an astonishing rate. Biden lived on Nathaniel Mitchell Drive. I lived ABOUT FIVE HOUSE AWAY. His wife and infant were killed just after his election. Charles Hagadorn who lived a few houses away was killed in the third degree. Preston Gravatt, Mark Hoster, Pam Tiedgen, Michael Mimelo, and Kim Inverso have committed suicide. The first three lived only houses away from Biden. Thomas Schiller, Ann Polanski, and Carl Baltrusch have been killed in auto accidents. Preston Gravatt was the driver of a vehicle in which Mrs. Gladden of Rodney Village died.

If one were to go to the adjacent neighborhood Mayfair, Phil Moore has died in a motorcycle accident. Recently a Blake Cahall, Blake Cahall whose father taught me drive as a DE teacher, had a daughter who was involved in an accident with six fatalities. Gary Kueskeski's father was a federal agent who drowned in the Delaware Bay while attempting to inspect a cargo vessel. Ann Wiezoreck was married to Calvin Eicko. He died in an accident. She married Mark Hoster who comitted suicide. To return to Rodney Village, David Laurea was convicted of the murder by arson death of his wife, child, and friends death in a house perhaps four away. He was put to death by lethal injection.

I have sued the Delaware State Police in a habeas corpus action stating that then Officer Shaner was an accomplice in permitting three persons to target shoot. One of the individuals was killed by the shotgun in question. The shotgun was brandished against me at an earlier date. Shaner was present the day I stuffed envelopes. Thomas Schiller brought me to the Biden Campaign. I am not sure if I met Joe Biden's wife that evening.

There are a few more fatalities. I apologize for my any incorrect spelling of names. I was known by all the parties mentioned.

One lesson to be learned is DO NOT DRINK ALCOHOL.

Beau Biden, is now Attorney General of Delaware.

Barack Obama, Joseph Biden, and Beau Biden should resign from office. None are prepared to lead.
