Dear Sen. Cardin

I am totally concerned as to how all members of this Congress on both sides of the aisle do not take domestic homeland security seriously. There is a culture of cowardice that must be corrected. All of our concerns seem to be focused on Barack Obama and multilateral or unilateral relations with Korea or Iran.

There is a 22 year old CHEMICAL ASSAULT – SCORCHED EARTH IN PROGRESS.

There are strong allegations that Baltimore PD and a Baltimore Studio are engaged in mutilating evidence.

This pertains to aggrandizing some form of Gay Triumphalism.

I am a lifelong heterosexual and speak out openly against this security threat. Iran has two major rivers. All of the major clear lakes in Northern California are despoiled as Lake Almanor. This barbarism encourages fanaticism as Ahmandejad. Israel is the country most likely to lose if the payoffs are considered outside of direct attacks on Iran if this charlatanism is escalated.

I have no interest in party partisanship. I write to see the Constitution and the rule of law upheld.

The escalation of a Chemical Assault - Scorched Earth from June 17, 1987 created a systematic crime where it is prima facie that an individual citizen had a valid criminal complaint against the President of the United States. The past five presidents have all proclaimed that the chief executive is not above the law. Reality contradicts these semantic presentations. The president has clearly lead the nation into peril, destroyed the credibility of the office and the state, and has placed the world community into uncertainty with the knowledge that the president is extortable. How can this individual negotiate nuclear, chemical, and biological weapons?

President Barack Obama is in this position as he deliberates alternatives with North Korea and Iran both of which are demonstrating more belligerent postures.

It is clear that I as the main victim should have been able to place a criminal complaint against then President Reagan in continuo to Barack Obama. All should have been impeached, removed from office and convicted.

In lieu of this, miscalculation and escalation has occurred where other indirect methods are being used with poor results to constrain the damage made by the indecision by the president. Retaliation by both Democrats and Republicans has reached a paralytic equilibrium that has momentarily ebbed with the Democratic victory in 2008.

What this will now do is escalate Barack Obama past Ronald Reagan in the ensuing months in human rights violations.

1. I, David Nollmeyer file a criminal complaint against ex- Governor Pete Wilson of California under Title 18 1961 RICO Act for two counts of breaking the 13^th Amendment – (due process), two counts of violating his oath of office, two counts of under the color of law. Pete Wilson was governor of California from 1991 to 1999. He inherited a Chemical Assault - Scorched Earth which was targeted against my primary law protections under the Bill of Rights and the state constitution of which he swore to uphold.

2. The events cover the San Diego, Inyo, Los Angeles, San Luis Obispo counties.

3. Pete Wilson was inaugurated on January 7, 1991 and January 2, 1995.

4. It is prima facie through the terms of Pete Wilson the agents applied HEAVY AMOUNTS OF CHEMICALS BY PLACING THESE ELEMENTS IN THE GAS TANKS OF AUTOS.

5. This event is in continuo through Gray Davis and Arnold Schwarzenegger.

6. At this point it is prima facie in areas of Plumas and Lassen Counties where I am writing that entire bodies of water as Lake Almanor and Clear Creek are TOTALLY CAUSTIC.

7. Pete Wilson should bear some guilt in this systematic conspiracy.

Since assuming office in 2007 the State of California has undergone despoliation and lawless in a manner that shocks the conscience.

Governor Schwarzenegger's and your cavalier attitude to a Chemical Assault – Scorched has left untold acres of land destroyed especially surface water as Lake Almanor in Plumus County.

What is the latent damage to human life.

An event code named Operation Radahanatha occurred about February 12, 2007 along the Colorado River north of Blythe. This event contaminated the river and as well as drinking water in all buildings in my vicinity. Canned foods are chemically altered from the factory.

This attack appears to be a result of a LGBTi militancy run out of LAPD. Chief William Bratton was recently honored by Queen Elizabeth II of the United Kingdom.

It is time for accountability for de facto and negligent acts by the leadership and agents.

This issue of treason applies not only to California but the United States.

Lets Discuss Treason and Chemical Assault - Scorched Earth.

I am in the same position that Rodrigo Rosenberg was in. I do not see myself living 10 more years.

Under prisoner's dilemma cooperation would be adhering to the United States Constitution. Defection would mean following the orders of LAPD who are de facto. As seen I allege that LAPD is implementing the chemical assault.

I am claiming that Cambridge University of the United Kingdom is the authorship.

LAPD is LGBTi and I am a cradle to grave heterosexual. LAPD has an irrational defense mechanism that is delusional. They operate on the premise that if they damaged the legal standing of Ronald Reagan than they will be heroes in LGBTi locations as San Francisco. I agree that this IS ACCURATE in part only.

THIS ALSO MEANS THAT GEORGE H.W. BUSH, WILLIAM CLINTON, GEORGE W. BUSH, AND BARACK OBAMA ARE ALSO GUILTY.

One has to consider misogyny on the side of LAPD. Officials Feinstein, Pelosi, Boxer, Bono, and yourself are all females who have contributions to the LGBTi community and you are all now in serious legal and historical jeopardy.

I have been accommodating and non-intimidating to LGBTi individuals historically. There is extreme concern about the continuum between antisocial to psychopathic behavior in all groups but since the firewall is LGBTi, I am expecting that these persons are more likely to be incarcerated under normal procedures, higher than heterosexuals.

I will simply state that I view your performance as a sworn official in California as illegal and punishable by law. You have substantial contributions to the Gay Community that you undertook with peril to your own career.

What has a Gay Militancy run out of Homeland Security done for you? You should ask this of Janet Napolitano and William Bratton.

They have destroyed your legacy and family history as they have destroyed my life and who knows how many more.

I, like any other competent general simply wish to open a file through the defection model. This gambit includes Diane Feinstein, Barbara Boxer, and Nancy Pelosi.

I believe that the history of the world, country, and nation have been altered.

I am the leader of the idea and practice of civilly opposing Gay Irrationality – Gay Know Nothing. This is not absurd – I AM THE ONLY PERSON TO ATTEMPT TO DO ANYTHING.

Gay Fascism emerges when persons as Sheila Kuehl, State Senator from Santa Monica attempt to pass legislation sanitizing Gay History. (Hence the appearance of intellects over Know Nothings.)

LAPD's Gay Militia is racist against Latinos, Blacks, Jews, and Asians.

The officers that directly corrupted your life have code names. This may also include a complex of more than one officer.

What has gay law enforcement and culture produced? It has produced pre-fascist irrationalist know nothing that has despoiled the human race. Has it ever occurred to you or your colleagues to find out the origin and system and prosecute?

What is unique about myself that is accessible to the human race is that I reject being the informant under prisoner's dilemma. My observation regarding the collapse of this country is that an individual or group of persons defected to a corrupt idea which spread through the culture where corrupt law enforcement emerges as a gang – RICO structure. The president himself and the officials are informants – traitors to the constitution and country they have sworn to protect.

I state these things because I become internally conflicted when I attempt to give an explanation to a child in the future why they were born sick and the environment is chemically contaminated.

This is where Lassen and Plumas Counties figure prominently. This area was near pristine but is ruined due to the incompetence and de facto nature of a small group of persons.

I argue that all of the members of Congress, Judiciary Branch, and Executive Branch should face open accusations of treason.

The Hare Krishna Movement is based on total surrender. This means a priesthood (Brahmins) who are mortified to the flesh, hence celibate. I am taking spiritual shelter here and requesting criminal and civil prosecutions in the nation's court system.

This precludes Gay Triumphalism. I am not against LGBTi members celebrating their culture and history in parades in a civil and lawful manner. Gay Triumphalism is impossible during a scorched earth and which has to wait for official recognition and intellects to punishment members of their own corp.

Queen of England Honors Chief Bratton

On June 4, 2009 Queen Elizabeth II of England awarded England's second highest honor to chief William Bratton of LAPD with the honorary title of Commander of the Most Excellent Order of the British Empire.

This peerage was awarded due to his efforts to promote cooperation between England and the United States. Bratton's work as a consultant to diffuse tension in Northern Ireland is cited as a reason.

In consideration of my past twenty plus years of alienation under chemical assault I have to assail the Queen's judgment. I have openly accused LAPD and Scotland Yard for complicity in events here in the United States since June17, 1987. June 17^th is Queen's day in England.

The Queen appears to use peerage out of political expediency. If my allegations are true and chief Bratton if found to be guilty this will result in more than embarrassment for England and the awarding of peerage.

The Chemical Assault – Scorched Earth is also alleged to be authored in the United Kingdom by Cambridge Law School.

If Bratton continues his career in Scotland Yard this will also add to the intrigue.

Gay Irrationalism – Gay Know Nothing and the Defeat of Gay Triumphalism

A unique discovery in the strategic mission of MOEC occurred on May 30, 2009. The planners in Cambridge Law School embraced a form of Gay Triumphalism and this was embodied in a culture of Gay Militants in LAPD. This was exemplified by the attack on then President Ronald Reagan on June 17, 1987 in Dover, Delaware.

One can note that the Artificial Cell Virus of MOEC is embedded in Gay Irrationalism. This is a sophisticated systems approach structure derived from prisoner's dilemma.
