Dear Rep. Vargas,

The Salton Sea is once again Chemically Contaminated. This is for at least the third time since Obama has taken office.

With the Chemical Attack in Ghouta, Syria in August of this year the credibility of the United States is in question.

As seen the Salton Sea is under sea level and does not empty in any ocean.

On June 17, 1987 LAPD launched a pre-emptive attack against then President Ronald Reagan. I was in Dover, Delaware. This attack alienated my natural person from my United States Citizenship and Bill of Right protections.

The allegation is the Cambridge Law School is the authorship or proximate cause sine qua non.

The resultant action has created a Crime Against Humanity and Treason Against the United States and United Kingdom.

The algorithm of the operation is:

1. United Kingdom - Cambridge Law School - Scotland Yard

2. United States - California - Los Angeles Police Department - Maryland - Baltimore Police Department - The Baltimore Studio - Delaware - Delaware State Police

The principals, accessories, and accomplices extend to further local jurisdictions, organizations, and individuals in a Storyboard Reverse Sting.

The actual name of this structure and process is Mobilization of Empire and Civilization or MOEC.

The complete alienation of my rights by a Gay Militia based on a same sex qualification for rights is unprecedented in world history.

This Undermining Operation is paired with Gay Marriage.

Hawaii may pass legislation today legalizing such.

Here in the 51st District the events of: Electronic Surveillance, Stalking, Chemical Assault - Scorched Earth have reached absurd levels.

The human repertoire of sworn duty bound officials and those citizens and foreign nationals in this country are at issue.

This is an act of treason. On any given day it is probable that upwards to one third of the persons here may be in the United States illegally.

This compounds the problem when Torture as an accomplice of the police is at issue.

The actors here of any persuasion are stalking while the White Elephant Salton Sea is an EPA Superfund Poster Child.

The unemployment here is between 20-25 percent, the worst in the country. The fact that the Torrez Martinez Tribe is here also complicates the matter. There are 1.3 million persons in the country that are HIV/AIDS positive.

The Traitor - Informant may soon find him or herself unemployed. By the year 2020 many labor intensive occupations and those jobs exposed to computer software programs may be eliminated. I am referring to farm labor, construction fast food, light industrial - warehouse, and paper based office work. All these jobs have a presence in the 51st District.

This event is monitored and run by Targeted Chemical Attacks and Electronic Surveillance that makes the Brave New World and 1984 appear like a playground.

Both sworn and unsworn persons should face prosecution. This district contains the bulk of the Salton Sea which is the largest piece of material evidence.

When One Individual Loses Their Rights The Whole Suffers.

Monday October 10, 2013 may become a juggernaut event in LGBTi History. New Jersey is preparing to become the 14th state to recognize Gay Marriage.

One must take in the setting of this event to gain a more enduring perspective of World History.

I have been held ex communicado from participation in my full legal rights before the United Supreme Court and the United Nations since June 17, 1987. I am the only person in history to have a Chemical Assault - Scorched Earth imposed over my natural person.

At the present the Salton Sea in California is Chemically Despoiled for the third time at least. Barack Obama has won both Presidential Elections while this occurred.

This event code named MOEC or Mobilization of Empire and Civilization is alleged to be the authorship of MSM Desperado Cambridge Lawyers who got called out by Trinity College theologians who wished to exposed events similar to the sinking of the Lusitania to the spread of HIV/AIDS through Bushmeat practices.

These type of events are carried out in the United States by LAPD whom contain cell(s) of a Gay Militia which is modeled on the Russian Oprichiniki. This is exemplified here by gang creation similar to Clockwork Orange.

With the current situation in Syria, post the Ghouta attacks in August, the United States and it's population appear totally dubious in areas as human right, torture, equal protection and due process.

1.1 million people in the United States are living with HIV infection. 1 in 5 (18.1%) are unaware of their infection.

Even if Gay Marriage were permitted universally over 200 nation-states and 7.1 billion people. The emergence of the LGBTi Movement is Undermined by MOEC and the Gay Militia.

The decapitation of the proximate cause sine qua non is the efficient legal test. The excuse of a justification as a Chemical Assault - Scorched earth as an Attorney General Exception as offered by LAPD should be humiliation to every LGBTi person worldwide.

The United States and the United Kingdom are Criminally and Legally responsible. California, Los Angeles, and LAPD are in a similar situation.

The First Amendment permits one to think freely, move about, and confront one's government. An interesting sub line in this variation is Mathew Shepard - Jason Becker - Stephen Hawking. Becker is the ex guitarist of David Lee Roth.

Stephen Hawking is a quantum physicist and expert on black wholes.

The United States has a very small critical thinking culture. The population writ large is similar to Tommy, the deaf, dumb, and blind kid who can only manipulate the flippers on a pinball machine.

Tommy wishes to grow up to be the Pinball Wizard.

My argument is that if the people do step forward to prosecute the United States and United Kingdom computers may step forward. The alternative is that we will become further enslaved by Totalitarianism in the format of Gay Irrationalism - Gay Know Nothing. This structure is a precursor to a Gay Fascism. To date no LGBTi leader has done anything. if apologists emerge Gay Fascism arrives.

To return the HIV/AIDS positive population which is about 61 percent MSM. This well over 600,000 persons. They will slowly realize that they are pawns that have been thrown under the bus by a consequentialist Yellow Brick Road to power by leadership.

The Singularity is scheduled to arrive in 2046. I am one day older than Obama being born August 3, 1961 in Roswell, New Mexico.
